U.S. Territories: Separate and Unequal

This program includes an overview of the political status of U.S. Territories, including the implications of the Insular Cases and the territorial “incorporation doctrine” in shaping the inequitable political and economic conditions that exist there. It explains recent Supreme Court Cases declining to overturn the Insular Cases or to confront the arbitrary and unequal treatment of the residents of the U.S. Territories. The program then turns to Congress’ critical role in addressing the plight of the residents of the U.S. Territories and the political process impeding congressional action.
