Moving Backwards on Reform: How the Latest Amendments to Restrictions on Personal Use of Campaign Funds May Exacerbate the Problem of Misuse

SUMMARY 

The Government Ethics and State Affairs Committee issued a statement calling for a closer look at the passage of a law meant to restrict the personal use of campaign contributions. The Committee argues that although the law was meant to limit personal use of campaign contributions, it is too ambiguous. Indeed, the Committee expresses concern that the new law may have exacerbated the problem, stating, “In providing an expanded yet equally vague definition of “personal use” and a list of prohibited uses of campaign contributions accompanied by vague descriptions of circumstances when such uses are permitted, the New Ethics Law may be read to establish more uses as permitted and not questionable.
