Hochul wants to end ‘grossly outdated’ cap on NY state Supreme Court judges 

A report released by the New York City Bar Association, which urged the state to lift the cap, detailed the problem plaguing the state court system. The constitutional requirement, the organization explained, ‘has proven over-simplistic, outdated and unworkable.’ With a shortage of state Supreme Court judges, the state Office of Court Administration is forced to designate acting judges. The New York City Bar panned this approach because ‘it has created a de facto permanent and large class of ‘acting supreme court judges,’ sitting in a court other than the one to which they were either elected by the people or appointed by the relevant appointing authority.’
