REPORT ON THE TRUMP ADMINISTRATION’S 2025-2026 CHANGES TO IMMIGRATION LAW

In his second administration, President Donald J. Trump has focused intensely on immigration, including aggressively pursuing removal of noncitizens, pressuring states and localities to cooperate in immigration enforcement, limiting access to humanitarian forms of relief, and closing the southern border, to name just a few of the myriad actions to date. Through a series of executive orders (EO), policy memoranda, and other actions, the Administration has taken major steps to fundamentally reshape immigration policy and practice that test the limits of executive power, often with the blessing of the Supreme Court.
The New York City Bar Association (City Bar) has been tracking the actions of the administration in a number of areas, including with regard to noncitizens. This report, by its Immigration and Nationality Law Committee and Task Force on the Rule of Law, lists actions with regard to noncitizens that have been taken by the Executive and/or Legislative branches, identifies potential legal issues they raise, and notes where legal challenges have been brought and the results of those challenges. We have been updating this report periodically as a guide for practitioners, government agencies, and others assisting noncitizens in keeping abreast of the continually changing landscape under the Administration’s policies.
