Comments on NYC Human Resources Administration’s Proposed Biennial Employment Plan

SUMMARY

The Committee on Social Welfare Law commented on the NYC Human Resources Administration’s Proposed Biennial Employment Plan. The Committee applauded HRA for incorporating many of the recommendations in the City Bar’s 2013 report “Policy Recommendations for New York City’s Next Mayor,” which were designed to remove administrative barriers to obtaining Cash Assistance and end punitive welfare policies. The Committee also praised the proposed Employment Plan’s emphasis on education and training; the rejection of the previous one-size-fits-all approach that will be replaced by individual attention to the needs of each client; and the crucial elimination of the Work Experience Program. The Committee made a number of specific recommendations which it believes would further improve the Employment Plan.
