Recommendations to the Trump Administration Regarding a Proposal for Comprehensive, Evidence-Based Federal Drug Policy

SUMMARY

In a letter to the Trump Administration, signed by City Bar President John S. Kiernan and Zarah Levin-Fragasso, Chair of the Drugs & the Law Committee, the City Bar outlined ten recommendations for a comprehensive, evidence-based federal drug policy. The letter cautions that “[o]ur federal drug policy and enforcement mechanisms have encouraged the creation of criminal markets, earned the United States the unwelcome distinction of being the global leader in the number of incarcerated citizens per capita, and led to the deaths of countless individuals, all while failing to achieve the goals of deterring drug production, trade, and consumption.”
