Recommendations to strengthen house operations and promote government transparency and public participation through rules reform in the NYS Legislature

SUMMARY 

In a letter from President Debra L. Raskin, the City Bar continued its call for further rules reform in both houses of the State Legislature in order to strengthen house operations, promote transparency, better facilitate public participation and empower individual legislators, while applauding certain recently announced changes. For example, the letter suggested that a committee mark-up process, accompanied by committee staff reports, for significant legislation would greatly enhance the public’s understanding of and participation in the legislative process.
