Panel at City Bar to Examine Influential ‘De Bour’ Ruling

A panel discussion next month will examine a seminal state court decision that governs encounters between police and civilians. Forty years after the Court of Appeals released People v. De Bour, 40 NY2d 210, a May 18 panel of judges and attorneys at the New York City Bar Association will delve into whether the 1976 ruling and its four-tier approach has stood the test of time or whether something better is needed.
