NYC’s long-running flirtation with commercial rent control

“The debate in recent years has focused on whether the city can legally impose the rent-control measure, not whether it should. The New York City Bar Association reported last month that the city has no authority under its charter or the state constitution to regulate rents. The council, however, came to the opposite determination when it last held a hearing on the bill, in 2009.”
