Lippman Looks to Expand Legal Help in Civil Cases

Chief Judge Jonathan Lippman heard testimony Monday on how the state’s civil court system can improve its representation of lower-income and indigent New Yorkers….Debra Raskin, the president of the New York City Bar Association, testified about the need to provide “the opportunities, training, and guidance” to those engaged in pro bono work. While the various bar organizations remain committed to expanding pro bono services, Raskin said, “our combined commitment has not yet generated a sufficient number of pro bono hours to come close to meeting the need.” One of the ways to meet this need, Raskin said, was the use of non-lawyer legal experts to provide advice and support for both defendants and attorneys providing direct service.
