Gov. Andrew Cuomo: Treat mass-casualty hate crimes as domestic terrorism

“Hate crimes that result in mass casualties would be treated as terrorism and punishable by life in prison without the possibility of parole under a new proposal Thursday by Gov. Andrew Cuomo.

Cuomo’s Hate Crime Domestic Terrorism Act would create a new crime that applies to any person who commits mass violence against a group of people based on their race, age, gender, religion, sexual orientation or a number of other attributes.

The crime would kick in if the perpetrator kills at least one person and attempts to kill at least two more, according to Cuomo’s office.

The proposal is in response to a spate of mass shootings motivated by hate in recent years, including the Aug. 3 shooting in El Paso, Texas, that left 22 mostly Latino victims dead.
