City Bar Questions Cuomo’s Grand Jury Reform Proposal

Gov. Andrew Cuomo’s proposed grand jury reforms in cases where police officers are charged with killing or injuring civilians will not achieve the governor’s goals in their current form, a New York City Bar Association review said. Chiefly, Cuomo’s proposal would allow him to appoint an independent monitor to review the work of local district attorneys in police-civilian confrontation cases….The city bar said it opposes creating an independent monitor, calling it an “after-the-fact solution that is too cumbersome and distant from the time of the grand jury presentation to be of real value.” The group said it also was uncertain whether the independent special prosecutor provided for in the proposal would be the best course and urged further study.
