City and State Bar Support Spending Increase for Judiciary

Six years of nearly flat budgets have created personnel shortages that persistently slow or stall proceedings in state courts, the New York City Bar Association argued in analyzing the judiciary’s pending budget request (See Report). The city bar is urging the Legislature and Gov. Andrew Cuomo to approve the judiciary’s $1.85 billion spending request for the 2015-16 fiscal year, which begins April 1. The proposed 2 percent increase, if approved, would only begin to make up for setbacks the courts have suffered this decade, the group said. Since 2009, it said the court system has absorbed nearly $400 million in increased costs while its budget overall has increased by only $27.5 million, or 1.5 percent.
