These are busy times for SALT practitioners! The biggest federal tax reform package since 1986, the Federal Tax Cuts and Jobs Act (TCJA), was enacted on December 22, 2017, and Wayfair, which overruled the long-standing physical presence nexus requirement, was issued on June 21, 2018. New York State and New York City and New Jersey legislators and revenue departments have responded to these major events, with New Jersey making things even more interesting by adopting combined reporting and authorizing a new amnesty program. This program features both senior New York and New Jersey tax department officials and seasoned practitioners who will address whether and how New York State, New York City and New Jersey has conformed to some of the significant provisions of the TCJA, the post-Wayfair guidance these jurisdictions have issued (and what the guidance does not address), and New Jersey’s recent legislation and how its new combined reporting provisions compare to New York’s.
