• This panel will focus on telemedicine abortion access and telehealth equity in abortion care. The program will cover telehealth for medication abortion care; a history of the medication abortion regulatory agencies; an overview of current telemedicine abortion laws; the legal, regulatory and financial barriers to telemedicine abortion and new initiatives from a legislative perspective.

• PROGRAM CHAIR AND MODERATOR:

  Natalie Birnbaum is legal and policy advisor for abortion care providers and select local and national reproductive, rights, health and justice organizations (RRHJ). Natalie began her RRHJ work through her probono practice as an AmLaw 200 litigator authoring legislative policy and amicus briefs. She has gone on to work at leading organizations including the Center for Reproductive Rights and the National Council for Jewish Women, as well as Nixon Gwilt Law, a pioneering healthcare innovation lawfirm, where she advised early stage reproductive healthcare companies in the telehealth space. Natalie leads the abortion access group within the Sex & Law Committee at the New York City Bar Association and frequently writes on related topics for the American Health Law Association. She received her B.A. from Vanderbilt University and J.D. from Fordham University School of Law.

  SPEAKERS:

  Terri-Ann Thompson, PhD, is a Senior Research Scientist at Ibis Reproductive Health. At Ibis, Terri-Ann leads a portfolio focused on the impact of policies such as the Hyde Amendment and innovative care models such as telehealth on access to abortion and contraception in the United States. She uses frameworks such as community-based participatory research and community-engaged research to highlight and propose strategies to address disparities in sexual and reproductive health. Previously, Terri-Ann worked for Yale University School of Medicine directing a global health disparities study in the eastern Caribbean focused on identifying risk factors for non-communicable diseases. Terri-Ann holds a doctorate in public health from Johns Hopkins Bloomberg School of Public Health. She is a full member of the Society of Family Planning where she serves on the research committee. She is also a member of Academy Health and the American Public Health Association.

  Dana Northcraft, JD, is the Founding Director of RHITES (Reproductive Health Initiative for Telehealth Equity & Solutions), an organization that centers equity to bridge gaps in telehealth for reproductive health care through advancements in policy and partnerships. Dana began her journey in the telehealth space in 2015 with her work as Senior Director, Innovation & Policy in the CAPS Department of Planned Parenthood Federation of America (PPFA). Prior to joining PPFA, Dana was responsible for inspiring collective work as a litigation attorney, representing injured people in negligence claims with a particular focus on the Chinese immigrant population in NYC as well as union workers and veterans nationwide. Dana holds a J.D. from the City University School of Law and a B.A. from the University of Missouri-Columbia. She co-leads the Telehealth for Medication Abortion Care Working Group and is a Society for Family Planning Affiliate Fellow where she serves as co-chair of the Telehealth

  Practitioners Special Interest Group. Dana is admitted to the New York Bar, S.D.N.Y., and E.D.N.Y. to practice law.

  Simone Otenaike is at Goodwin Procter, LLP. In her practice, she primarily guides investors and early-stage companies in the women’s health and wellness and cannabis industries through the policy and regulatory complexities surrounding the delivery of services and products to patients. She also regularly advises early-stage clients on how to discuss legal risk with investors and address operational, regulatory, and compliance concerns. On the investor side, she handles regulatory due diligence review and agreement drafting and negotiation for acquisitions and financings involving a wide variety of digital health, women’s health and wellness, and cannabis companies. Ms. Otenaike has significant experience serving in various corporate leadership roles, including board of director and advisory board member positions. She holds a Juris Doctor from the University of Texas School of Law and a Bachelor of Cognitive Science from Rice University.

  Allie Bohm is a policy counsel at the New York Civil Liberties Union. She develops and advocates for policy solutions, primarily related to gender and sexuality – in particular, LGBTQ equality – and privacy and technology. She also advocates on the full range of the NYCLU’s issues. Prior to joining the NYCLU, Bohm was a policy counsel at Public Knowledge, where she developed and led the organization’s work on privacy in the digital age and advocated with Congress to restore net neutrality. Before law school, Bohm was an Advocacy & Policy Strategist at the American Civil Liberties Union, covering state policy nationwide related to speech, privacy, and technology and women’s rights, among other issues.
