Statement of City Bar President Carey R. Dunne on Police Commissioner Raymond Kelly’s Expansion of the Videotaping of Interrogations

The New York City Bar Association applauds Police Commissioner Raymond Kelly’s decision to expand the videotaping of interrogations to all 76 precincts in the city. The recording of interrogations is among several initiatives the Association has recommended to reduce the incidence of wrongful convictions. These include clarification of claims of ineffective assistance of counsel, ensuring complete disclosure of exculpatory material, and amending C.P.L. § 440(1) to codify actual innocence claims in New York. Commissioner Kelly’s decision will help ensure the integrity of our criminal justice system.
