Bar Panel Seeks Changes to Cuomo’s Ethics Proposal
A New York City Bar Association committee is asking Gov. Andrew Cuomo to make changes it says would enhance his ethics-in-government proposal in the 2016-17 state budget. The Committee on Government Ethics wrote to Cuomo to propose making the 14-member Joint Commission on Public Ethics (JCOPE) smaller and to give the state comptroller, attorney general and chief judge one appointment each to the group. JCOPE is now composed of appointees of the governor and the Legislature. The committee also urged Cuomo to eliminate a voting rule, much criticized by reform advocates, that allows a minority of members to exercise a veto and block action by the commission when a majority favors going forward.
