Experience in Implementing the UN Convention on Persons with Disabilities

The Convention on the Rights of Persons with Disabilities (CRPD) is the first human rights treaty of the twenty-first century, and the first legally enforceable United Nations instrument specifically addressing the rights of persons with disabilities. Overall, fewer than fifty States have comprehensive—let alone, progressive—disability legislation or policy; hence the CRPD has engendered widespread domestic law reform. Professor Stein and his colleagues collectively have worked in more than three dozen countries on disability rights projects including disability law and policy reform, grassroots participatory human rights education, and disability-inclusive development programming. Among the disability rights whose realization they have worked towards are inclusive education, legal capacity, and prevention of violence against women. This talk will provide a global overview of progress towards implementing the CRPD, and will highlight work in Bangladesh, China, the Philippines, South Africa and Vietnam.
