Regional Conference on Pro
Bono and Access to Justice
Buenos Aires, 2001
The first of a series of regional conferences on pro bono and access to
justice co-sponsored by the Vance Center was held in Buenos Aires in 2001.
Planned in conjunction with the Facultad de Derecho de la Universidad de
Palermo and the Comisión Pro Bono del Colegio de Abogados de la Ciudad de
Buenos Aires, the conference brought together law firms and NGOs from
Argentina, Chile, South Africa, Australia, the United Kingdom, and the
United States.
Leaders from NGOs and the private bars discussed unmet needs
for legal services in each of their countries, and the importance of
developing close relations between law firms and NGOs. Participants
discussed the responsibility to undertake public interest and pro bono legal
work, the importance of developing an ethic of public service in law
schools, and the role private bar associations can play in promoting
judicial independence, the rule of law, and the delivery of pro bono legal
services in Argentina.
Working sessions focused on methods for structuring pro bono
programs in law firms and on the interdependent relationships between law
firms, bar associations, NGOs and law schools in delivering pro bono legal
services (i.e., "the pro bono chain") and how service delivery could be
enhanced using new technologies.
Finally, participants discussed how best to develop and
strengthen law firm pro bono efforts in Argentina and other Latin American
countries and how to build trust between NGOs and private law firms in an
environment of distrust which persists from periods of military rule.
