The issue of cybersecurity is one of the most critically important and complex challenges to our national security today. Dr. Lin will discuss the technology of offensive cyber operations; Professor Goldsmith will address the legal challenges such operations pose and conclude with a discussion of potential scenarios that demonstrate the complexity of applying the current legal paradigm in that domain.
